Faculty of Business Management

Development Plan of the Faculty 2015 – 2019 

  1. Introduction
  • Directions, regulations

This Development Plan has been drawn for the period 2015 – 2019. It is the follow-up of Development Plans of the Faculty of Business Management for 2006 – 2010 and 2011 – 2015.

When composing the Development Plan, we drew on Estonian Higher Education Strategy, the strategy Knowledge Based Estonia 2020, the opinions prevailing at national discussions on business education, the requirements of Higher Education Standard, positions of the Government of the Republic of Estonia on planned developments of the society and the EuroAcademy Development Plan.

Basic principles of the Development Plan of the Faculty at the given stage are:

  • Providing guidelines to instruction and research work, taking into account the needs of the Estonian economy and society.
  • Involvement into the curriculum development of the employers and other social partners, in order to make sure the curricula are in compliance with the skills and competences expected in the labour market.
  • Orientation to the students.
  • Bolstering the quality security.
  • Ongoing internationalisation.
  • Mission and goals of the Faculty

Mission of the Faculty of Business Management is training specialists in business administration of high quality, able to promote the Estonian economy, being competitive on international level, while making use of synergy of various areas of the EuroAcademy, and adding to business education new modern directions. The Faculty of Business Administration follows the motto of the EuroAcademy „Coping in educated Europe“.

Goal is giving to the students modern and standard quality knowledge, enabling successful action in the rapidly changing business environment. That can be ensured by systematic updating of curricula and by making emphasis in the teaching process on formation of decision makers capable for analysis when passing future decisions, as well as by intimate intertwining of our theoretical instruction with practical work – our lecturers have management and entrepreneurial experience in Estonian economy and most of our students work.

At this stage the Faculty sees its role in the society for supporting the direction of the Government of Estonia towards enhancing in the Estonian society the entrepreneurship and for the higher education instruction in entrepreneurship. By reference to that the Faculty has placed emphasis on increasing the share of entrepreneurship in the curricula of the Faculty of Business Management, introduction of the instruction of entrepreneurship in the EuroAcademy non-business specialties and widening the opportunities of teaching digital business.

  • Goals for 2019
  1. Our graduates will be able working in entrepreneurship both domestically as well as internationally.
  2. To have cooperation links with international organisations supporting European entrepreneurship.
  3. The preferred directions of the curriculum development will be:
  • To start teaching complementary speciality „Digital business management“.
  • To implement a new master curriculum
  • To continue the activity for elaboration of complementary specialities supplementing in the business area curricula.
  • To provide support to implement complementary specialities in other curricula.
  1. To carry out in EuroAcademy the open study in the area of business and entrepreneurship.
  1. To increase the number of publications released in international scientific journals (in ETIS classified as 1.1., 1.2., 3.1.). Presently: in the period 2012-2016, 17 members of faculty teaching at master programme have 59 such publications (from 9 authors), i.e. ca 1.3 publications per member of faculty in a year. The goal is to raise that number to 2.
  1. Studies

2.1. Curricula development

Curriculum development is in conformity with the „EuroAcademy Curriculum Statute”.

Development of business-area curricula belongs to competence of Council of the Business Management Faculty. Responsible for development of a curriculum is Supervisor of Curriculum.

Curricula taught by the Faculty belong to the curriculum group „Business and Administration”: professional higher education study curriculum „Business management” (register code 111194 – in Estonian, register code 121937 – in Russian, register code 137098 – in English) and master study curriculum „Economy and Business Administration” (register code 111195 – in Estonian, register code 129457 – in Russian and register code 137117 – in English).

2.1.1. Principles of development of curricula

Directions and principles of development of the business-area curricula are in compliance with the Estonian Higher Education Strategy, Higher Education Standard, needs of the Estonian society and the EuroAcademy General Strategy. Principles of development of the curricula are as follows:

  • Development of a curriculum is systematic.
  • In development of curricula, changes in Estonian entrepreneurial environment and labour market are duly considered
  • In development of curricula, development trends in Estonian and world business education are duly considered. On a regular base, fundamental analysis and comparison of various curricula is carried out, in particular in view of the developments in leading centres of the business education, which are duly considered.
  • In development of curricula, the opportunities opening up thanks to new teaching methods are duly considered.
  • In development of curricula, the employers’ opinions and assessments are duly considered. For that purpose, invited to sit on the Council of Department have been three representatives of organisations, possessing different experience and holding different specialities: head of an international manufacturing company Marko Kokla, President of Estonian Association of Engineers Arvi Hamburg and Counsellor of Fiscal Policy Department of Ministry of Finance Tiiu Reinbusch.
  • In development of curricula, the important feedback sources are the alumni, with whom regular contact is maintained.
  • In development of curricula, feedback from students is duly considered.
  • In development of curricula, suggestions of members of faculty made during development interviews or otherwise are duly considered.
  • To warrant the quality of curricula, every member of faculty is expected to systematically renovate her or his subject programme, in order to provide its novelty and conformity with the dominating views in the respective discipline.
  • Designed as an important device for warranting the quality of curricula has been the creation of the database of profiles of the members of faculty of EuroAcademy to be incorporated in the e-study environment and digi-knowledge base.

 2.1.2. Intra-Academy cooperation

Integration between faculties and joint use of competencies has been a constitutive element of strategy of both EuroAcademy and Business Administration Faculty since their foundation. According to those principles, the strategic place of business management curricula in the EuroAcademy curricula portfolio has been determined as the base curriculum of economy-, enterprise- and management study. In the given stage, the business management curricula e-courses serve as the base for development of the EuroAcademy e-study.

As their part, the EuroAcademy curricula have components of teaching the basics of economy, management and enterprise, belonging to competence of Business Management Faculty.

Business Management Faculty has composed its subject programmes, and teaching is carried out in other departments, under professional higher education study curricula, in the following study subjects: basics of economy, innovation, basics of management, organisation’s behaviour etc.

Several subjects’ programmes and members of faculty of Business Management master curriculum are involved in teaching of master curricula of other specialities of EuroAcademy. Teaching of the subject „Strategic management“ is carried out by Business Administration Department in two variants: business strategies in business management master curriculum and environment strategies in environmental protection master curriculum. The latter is also the object of research jointly done with Environmental Protection Department.

Common parts in several master curricula of various specialities of EuroAcademy are subjects „Modern organisational and management theories“, „Knowledge economy and knowledge systems“, „International business and trade“, „European Union’s Economy“, taught by Business Management Faculty.

On the other hand, duly considered in business management curricula has been the structure of the EuroAcademy, with competencies of various departments therein contained allowing designing the curriculum as both attractive and individual. In pursuance of that principle, one of the optional directions of the business management master curricula is environmentally sustainable enterprise, pursued in cooperation with the EuroAcademy Environmental Protection Faculty.

2.1.3. Improvement of the module structure of curricula

Of major importance in development of curricula of the Faculty in the present stage is formation of the module structure of curricula, enabling, at cooperation with other specialities of EuroAcademy, creating new specialisation directions in curricula – complementary specialities, elective subjects and optional subjects.

Presently, there have been constructed, basing on business management master curriculum, the modules „Economy“, „Management“ and „European enterprise “, which are planned as economy-, management- and enterprise study modules in master curricula of other specialities of EuroAcademy.

Business management master curriculum includes the module „Environmentally sustainable enterprise “, constructed on the basis of master curriculum of the Environmental Protection Faculty.

It is planned to create the EuroAcademy integrated master curriculum, enabling to elect different main and complementary specialities, consolidating competences of different departments and saving resources.

2.1.4. Professional higher education study and master study curricula of business management

Changes planned:

To make programmes more enterprise- and digi-centred.

  • To start teaching complementary speciality „Digital business management“.
  • To implement a new master curriculum

Development procedure of curriculum of the Fepartment

I Constant monitoring of situation, where tasks between members of Council of the Faculty are distributed as follows:

  1. Prof. Ülo Kess. Monitoring European Union development strategies; monitoring the developments in the world’s best business education centres (e.g. Harvard Business School) and also the Estonian business education; he will be well versed in new directions, opportunities and methods of teaching in the ICT domain.
  2. Prof. Maret Branten, manager of the business area curricula. Monitoring Estonian higher education directives and legislation and Estonian state strategies in various development areas; she will be well versed in, and will participate at elaboration of EuroAcademy development and she will be well versed in decisions of EuroAcademy management; she will maintain contact with the Faculty’s academic staff and students and will take note of their suggestions as regards the curriculum; she will be well versed in daily problems of implementation of curriculum; she will analyse the results of students’, alumni and employers’ feedback surveys. Upon need she will instigate the process of changing the curriculum.
  3. Prof. Arvi Hamburg (President of Estonian Association of Engineers) and Marko Kokla, MA (member of board of Federation of Estonian Engineering Industry) will deliver to Department information about positions of professional associations and Estonian Qualification Authority, they will monitor the forecasts of need for labour of the Ministry of Economy and Communications and other public labour survey information.

II Informal discussions basing on the aforementioned information.

III. If the aforementioned discussions reveal the necessity to change the curriculum, the proposals for change will be completed and will be delivered to all members of Faculty Council  for looking into and voicing their opinion.

  1. Discussion and approval of changes at meeting of the Council of Faculty and delivery for approval by EuroAcademy curricula council, coordinating curricula development cross-departments, and to EuroAcademy Senat.
  2. Discussion and approval of changes at EuroAcademy Senat and delivery for approval to the board of Estonian Euroinfo Society.
  3. Approval of changes at the board of Estonian Euroinfo Society and delivery to respective registers of Ministry of Education and Research.

2.1.5. Goals for 2019

  • To open a new master curriculum
  • To introduce to the majority of master curriculum study subjects the ICT component.
  • To continue the activity for elaboration of complementary specialities supplementing the business area curricula.
  • To provide support to implement other complementary specialities in the curricula.

 2.2. Formation of academic staff

The present number, composition and qualification of lecturers of the Faculty meet our present needs and requirements of standards. There has not been planned a significant expansion of the activities. Nevertheless, for securing sustainability, the after-growth of young lecturers and rise in qualification must be provided.

2.2.1. Qualification

  • The necessary stable rise in qualification is provided by defence of one-two doctoral theses per year. In 2010 the doctoral degree was defended by A. Hamburg and Anna Rannaste; in 2012 by M. Sedõševa and J. Värk; in 2013 by M. Branten. On the present stage A. Sai, M. Sassi, A. Valk are doctoral students.
  • Faculty deems necessary the training of after-growth of lecturers from among its own master students. At the present time our academic staff, contains six graduates of business administration master programme:  O. Teor, M. Sedõševa, S. Koval, I. Zalevskaja. T. Onuwaje and R. Varret, of whom M. Sedõševa is presently doctor.

The necessary after-growth and sustainability are provided, if in proximate years one new

young lecturer proceeds to work annually.

  • Faculty supports comprehensively all lecturers’ initiatives regarding personal development of qualification: participation at specialist courses, seminars, conferences. It is a systematic activity. Young lecturers are regularly trained at internationally recognized International Management Teaching Academy (IMTA) summer courses, venue of the event being Slovenia. IMTA 2010 was attended by M. Sedõševa, IMTA 2011 was attended by O. Teor, IMTA 2017 was attended by Regina Varret.
  • Faculty and EuroAcademy hold regularly seminars to lecturers on diversification of study forms and methods. On the present stage, there is a series of seminars on teaching the e-study opportunities and designing of e-courses, as well as mediation of information on the activities of EDEN-association, where EuroAcademy has membership status.
  • Lecturers of the Faculty are regularly attested.

2.3. Formation of student population

The number of students of the Faculty has kept relatively stable within a couple past years – ca 270 students.

By reference to the Estonian demographic situation and the interest of foreigners to our study programmes we focus on issues, related to teaching foreign students.

  1. Research and development and activity

3.1. R&D directions

R&D directions and goals of the Business Administration Faculty have been set up, and are being renovated, according to the EuroAcademy development plan in line with the positions of political documents presenting the Estonian and EU R&D strategies:

„Knowledge based Estonia“: Estonian research and development and innovation strategies I, II and III.

„Europe 2020“

„Estonia 2020“: competitiveness plan

„Estonian enterprise growth strategy 2014-2020“

Formation of R&D directions is the responsibility of the Council of Faculty, comprising representatives of various organisations: President of Estonian Association of Engineers Arvi Hamburg, member of board of Federation of Estonian Engineering Industry Marko Kokla, Tiiu Reinbusch, concerned with state budget issues in Ministry of Finance and the EU.

In accordance with Estonian R&D and innovation strategies I, II, III, the objectives of the Business Administration Faculty in that area are:

Contribution to development of Estonian knowledge based economy

Contribution to growth of competitiveness of Estonian economy

Respectively, the areas of research of the Faculty are:

I Knowledge economy and knowledge systems (2 research topics)

II Business and environmental economics (4 research topics)

Within framework of the 1st area, the concrete goals are design and application of knowledge systems for advancing the EuroAcademy knowledge base in-house and beyond– for the best of the society.

The goals of the 2nd area are solving problems on both the micro-economy and macro-economy levels. The first group includes the researches handling the problems of concrete companies; the second group – the analysis for the time being of Estonian enterprise environment.

3.2. Measurement of R&D results: indicators

Measurement of results: Council of Faculty discusses continually the research reports and approves new tasks. Indicators to be assessed are: publications, conference papers, applications, reports research processes, student papers.

3.3.  Research projects

The projects on hand and in process are the following:

  • Ü. Kess, O. Teor, M. Sedõševa. „Knowledge economy’s theoretical problems and knowledge modelling methods“
  • A.Hamburg „R&D works –main factor of technological innovation in Estonia (economic analysis)“.
  • B.Saul „Company management and issues related to enterprise environment”.  Extensively complementing the fulfilment of the topic are studies of applied and master students of business management – their diploma papers, master papers; also involved are members of the academic body concerned with supervision. In connection with internationalisation of the teaching effort in recent years the topic has extended to the analysis of economy of other states and of international economy.
  • M. Branten „Impact of financial accounting on profit formation“.
  • Cooperation with Environmental Conservation Faculty of EuroAcademy in research in sustainable development concept and in climate impact research.

  • Project application has been submitted for: Erasmus+ Programme “University-Business Cooperation for Corporate Social Responsibility (UniBuCoforCSR)“; the application reference number 598509-EPP-1-2018-1-LT-EPPKA2-CBHE-JP. Project’s principal investigator and partner is Mykolas Romeris University (Lithuania). Partners: EuroAcademy;  Vilnius Gediminas Technical University;  Ivane Javakhishvili Tbilisi State University; Riga Technical University; Tajik Technical University. The goal of the project is to strengthen university – business cooperation and partnerships through the establishment of Social Responsibility Centres (CSR), for students, lecturers and entrepreneurs. EA investigator is T. Põlajeva.
  • Project application pending approval:  KIK 2018 application round in the area “Circular economy”. Planned investigator is G. Fainštein.

 3.4. Students’ research

  • In students’ research, the quality must be systematically focussed on and the students must be spurred to attend scientific conferences and contests. The goal is to get business management students speaking at annual students’ conference of the EuroAcademy. The goal is also to present at least one student’s research paper at national contest of students’ scientific papers.
  • Student papers’ topic area belongs to the framework of above research areas of the Faculty.
  • Business management master students are expected to participate at creating the higher education institutions’ knowledge bases within framework of subjects „EU economy“ and „Knowledge economy“.

3.5. Publishing

The goal is to gather an annual „The Baltic Horizons“ issue in Economy & Business Administration, to publish research papers of members of faculty and students. Attraction of foreign authors and foreign members to editorial board will enhance the level of journal. As from 2014, sitting on board have been 2 foreign members in economy/business.

  • To support members of faculty at release of monographs, textbooks etc.
  • Members of faculty are expected to continually compose study-methods materials.

The Faculty is aspiring to find new foreign partners both among universities and other organisations, the cooperation with whom would support our development direction.

3.8. Participation in development projects

The faculty is engaged in extensive search for new development projects.

3.9. Goals for 2019

  • To raise the rating of the journal „Baltic Horizons” to 1.2. (ETIS classification). Presently it is 1.3.
  • To increase the number of publications released in international scientific journals (in ETIS classified as 1.1., 1.2., 3.1.). Presently: in the period 2012-2016, 17 members of faculty teaching at master programme have 59 such publications (from 9 authors), i.e. ca 1.3 publications per member of faculty in a year. The goal is to raise that number to 2.
  • To release annually „The Baltic Horizons“ issue Economy & Business Administration
  • To continue existing and to find new opportunities to participate in international scientific networks.
  • To make new agreements with companies for doing for them applied research.
  • To present annually at least one student’s research paper for national contest of students’ scientific works.

3.10. Results for previous period of R&D projects and tasks for 2017-2018

  1. EuroAcademy scientific development fund financed the following projects, with the goal of supporting, among others, the study process.

1) Project EUAB01-4 ”Knowledge theoretical problems and knowledge modelling methods”  Ülo Kess, DSc; Olga Teor, MA and Maritana Sedõševa, PhD.

The content of the project is theoretical research in knowledge and the development activities in the EuroAcademy e-study and digital repository. Tasks of the current stage: Development of knowledge theory and its relating to digital eco-systems.

Creation of digital knowledge-Europe conceptual bases and design of architecture. Applications in digital-Estonia developments. Creation of a version in English of the subject „Knowledge economy and knowledge systems“. Relating the theoretical results of knowledge to subject. Publication of the monograph in Estonian „Knowledge“.

Project budget for 2017/2018 – 10225 euros.

Results of the previous period:

  • Development of digital knowledge systems theory and applications in digital European architecture. Extensions of knowledge theory in knowledge society and knowledge economy areas.
  • Subject „Knowledge economy and knowledge systems“ – development of versions in Estonian and Russian in changing business environments, use of theoretical results in renovated digital handbooks, application of students’ scientific results in subject.
  • Development and management of business management study-plan digital modules and related scientific works repository. Transfer of digital study modules to new members of faculty of EuroAcademy.
  • Composing of concepts of interdisciplinary accessory specialities „Digital European economy, enterprise, ecology” and „Ecotourism“, and preparing study plans.

Project content is economic aspects of natural resources. Modelling of natural resources and environment conservation knowledge and providing estimates to possible climatic changes and weather risks in Estonia.

Project duration – 3 years (2016-2018).

Project principal investigator – partner is University of Turku, involved are Hamburg University of Technology and other institutions.

For EuroAcademy, the project budget is 161000 euros, of which 85% is EU Interreg financing, i.e. 136850 euros and 15% is EuroAcademy self-financing, i.e. 24150 euros.

4.1. Cooperation with companies and state agencies and municipal bodies

To widen and deepen cooperation with companies and organisations, who might be practice bases to our students and to whom we could offer performance of applied research projects, consultations etc.

On the present stage our partners are Estonian Association of Engineers, AF-Estivo AS, OÜ Energoservis, Energiaring OÜ, Stram OÜ, Terastiim OÜ, Oculos Group OÜ etc.

4.2. Cooperation with schools

To continue enterprise-related contests for the school-students. To continue holding public lectures and information days designed for school-students.

4.3. Open studies

To continue the open studies system, enabling individuals, having no student status, to study the specific subjects from the EuroAcademy curricula.

To continue a short-term training system. To develop the teaching activities of the programme “Renovations in tax laws and treatment of different tax topics”
