APPENDIX to the letter from 05.10.2017. Explanations from the Police and Border Guard Board (PPA) and the Ministry of Education and Research to the Euroacademy foreign students.
PPA will not issue new residence permits for studying at the Euroacademy to foreign nationals who would like to come or have come to study for the first time since autumn 2017. PPA cannot restrict relationship of a student with the Euroacademy, but without a residence permit, student’s educational activities are not possible. A person staying in the country based on visa is obliged to observe the length of stay indicated in the visa and leave the country in good time at the end of the stay. Thus, the first-year student has an option of choosing to study at another university or leave the country.
Students who already study and have residence permits for studying at the Euroacademy can continue their studies and have the right to submit an application for the extension of a temporary residence permit to the end of the nominal period of the curriculum specified in the residence permit or until the curriculum’s study right has expired. All those foreign students are individually met by the PPA (case by case).
The Ministry of Education and Research announces that the Government of the Republic of Estonia has approved the right to conduct studies in the two curricula groups of Euroacademy temporarily. This means that learning activity is going on and graduates receive state-recognized diplomas and academic degrees only up to the specified deadline. Starting the academic year of 2017/18 new students cannot be matriculated to the curricula and the right to study is given so that students studying in the curriculum can graduate from the curriculum with a nominal course. In the Master’s program in Business and Administration, the right to study is valid until June 30, 2018, and the applied higher education of social sciences until June 30, 2019. Students coming from third countries will be issued a temporary residence permit until the end of their studies in case of fulfilling requirements.
In the remaining Euroacademy study programs, third-country students who have been matriculated prior to the 2017/18 academic year and have received a residence permit can study until the end of their studies and are granted a temporary residence permit for compliance.

In case you need to travel abroad (any personal cause, participation on the ERASMUS or Dora+ programme, internship abroad, conference or training, etc.) please fill up the form of TRAVEL DECLARATION, and submit it on paper and signed by you at least ONE WEEK before your departure to your DEAN. The application must be signed also by your DEAN and registered.
If you leave Estonia without notifying us in advance, we may report your absence to the Police and Boarder Guard Board, since we do not know where you are, and we have the obligation of notification the PBGB about the absence of an international student.

According to § 3 of the procedure and terms for fulfilment of the notification obligation established by the 04.12.2015 decree No. 68 of the Minister of the Interior, indicated in the Aliens Act § 295, an educational institution is required to notify the Police and Border Guard Board of a failure of an alien who has received a temporary residence permit for study to commence the studies within the prescribed term, of noncompliance with the curriculum to the extent required for holding a residence permit for study, of the exmatriculation from the educational institution, of the discontinuation or disruption of studies or of the conclusion of the contract of traineeship with an alien or the discontinuation of the concluded contract of traineeship within TWO WEEK since the occurrence of the fact.
